Deals are 'close' on three fronts, but parcels still pay full tariffs.

Trump says a Mexico deal is very close, Carney and Trump spoke on 21 October and Xi is due in Shenzhen in November, yet no tariff has moved. CBP's bond-and-filing proposal is open to 7 December, Entry Type 13 for mail is mandatory from 20 January, and 178 Section 301 exclusions expire on 9 November.

America charges every parcel and puts North America's trade pact on a yearly leash

Washington has written the end of de minimis into customs law, rebuilt its tariffs after the Supreme Court struck down its emergency tariffs and refused to renew the USMCA. Parcels now clear as full imports, flows inside North America have become one-sided, and margin is moving to whoever holds the broker licence and local stock.

The small-parcel door closes: who pays, who declares, and where volume goes

The US, the EU, the UK and Japan are ending duty-free treatment for low-value e-commerce parcels, while Brazil has just reopened its door. For carriers and platforms, the question is no longer whether a small parcel pays, but who declares it, on what data and from which warehouse.

ASEAN bets on one digital rulebook as every border starts taxing the parcel

Southeast Asia is about to sign a regional digital economy pact while Washington hunts transshipment and its own governments close the low-value parcel gap. For carriers and platforms, origin data and in-market stock now decide who keeps the volume.

Western doors close to China's parcels, so the platforms move the warehouse

Washington extended its truce with Beijing but kept the de minimis door shut, while Brussels now charges every small parcel. China's platforms and carriers answer by shipping in bulk and delivering locally, and small sellers pay the transition.

North America's yearly leash

Last moved 22 October 2026

Washington treats access to its market as leverage over its neighbours, pushing Mexico and Canada to screen out Chinese content and give ground on cars, dairy and steel. Refusing to renew the USMCA and taxing Canadian goods under a 1930 statute keep both partners on a short, annual leash.

  1. GeopoliticsCarney and Trump spoke by phone and addressed trade without a deal, the same day US officials accused Canada of interfering in US politics.
  2. Decision & lawMexican Senate committees approved the 2027 Income Law unchanged, with no customs or parcel measures reported; the floor vote is due before 31 October.
  3. MarketCanada Post reported a second-quarter pre-tax loss of CAD 277 million, down from CAD 407 million, began rolling out weekend parcel delivery and gave domestic parcels a 15% discount on fuel surcharges; most union workers ratified a five-year deal.
  4. Parcel impactWith a ratified labour deal and weekend delivery rolling out, Canada Post goes into peak without the strike risk of earlier years.

Chinese platforms move the warehouse

Last moved 21 October 2026

As Western governments tax every small parcel, China's platforms keep selling by changing format: they ship in containers, clear once and deliver from warehouses inside the market. Beijing finances the shift as export policy, so the volume stays but moves from air mail to domestic last mile.

  1. GeopoliticsThe EU-China trade consultations in Beijing ended with understandings on hybrid vehicles, rare-earth licences and tariff cuts worth at least €225 million in duty savings, but nothing on e-commerce; a video conference follows in January and a third round in March 2027.
  2. Decision & lawThe EU customs reform gives lower handling fees to non-EU sellers that consolidate shipments through EU warehouses.
  3. MarketSoutheast Asia's e-commerce sales are set to reach US$226 billion in 2026, up 18%, according to the e-Conomy SEA report by Google, Temasek and Bain.
  4. Parcel impactA per-parcel duty punishes low order values, while the same goods shipped in bulk pay duty on declared value spread over thousands of units.

US and China, tariffs and truces

Last moved 20 October 2026

Washington uses access to its market as leverage over Beijing, and Beijing answers with its control of rare earths; neither wants a rupture, so they trade short truces. When the Supreme Court removed the emergency tariff tool, Washington rebuilt its tariffs on other statutes, but the duty-free parcel did not come back.

  1. GeopoliticsUS and Chinese negotiators were reported to have made considerable progress on investment, while a framework package and a broader extension of the trade truce remain contested before APEC in Shenzhen.
  2. Decision & lawAn executive order waived the 100% tariff the Sanctioning Russia and Iran Act allows on goods from the largest buyers of Russian crude and gas, days before it could apply to purchases from 18 October; the waiver can be withdrawn.
  3. MarketChina's GDP grew 4.5% in the third quarter, and September goods exports rose 29.6% to 3,034.4 billion yuan.
  4. Parcel impactTranspacific e-commerce volume has recovered while China to Europe falls, as capacity is redeployed to the Pacific.
