Networks consolidate
Letter decline, labour costs and the shrinking direct cross-border flow are squeezing parcel margins, so density in out-of-home delivery and pricing power now matter more than raw volume. Capital is consolidating networks: lockers, takeovers and the posts' pivot from mail to parcels, under governments that still guard the universal service.

- ↕ Cost
Domestic delivery prices are under pressure, with UK parcel revenue down 0.8% in real terms as volumes rose 7.1%, while FedEx lifts 2027 list rates by 5.9%.145162
- ↕ Volume
Posts still grow domestic parcels, such as Poste Italiane at 11%, while international flows fall, about 15% at PostNL.16330
- ↓ Speed
Service quality is slipping in places: Royal Mail's First Class hit 75.7% on time against a 93% target, prompting an Ofcom investigation.151
Our reading: lockers and out-of-home density are now the strategic asset, as FedEx's move on InPost shows, and the winners will combine density with pricing power rather than raw volume. Posts that lose letters faster than they gain parcels will lean on state support, asset sales or partnerships, so we expect more consolidation in 2027.

The UK's £135 gap: British parcels caught between Washington, Brussels and Beijing
Britain will end duty-free entry for low-value parcels only in October 2028, after the United States and the EU have already closed their doors. Until then the UK is the soft landing for direct Chinese parcels, while British exporters face tougher terms in both of their biggest markets.

Since 1 July a €3 duty applies to every tariff line in a low-value parcel, and from 1 November a €2 handling fee follows. Volumes into the main EU gateways have roughly halved, and the fight is now over who pays, who carries the liability and who owns the data.
