Europe taxes the parcel. The Gulf taxes the fuel.

From 1 November a low-value parcel into the EU pays a €2 handling fee on top of the €3 duty per tariff line, Austria already charges large online sellers €2 a parcel and Germany's regulator drafts parcel price rises of up to 10.72%, the UK Autumn Budget on 28 October is expected to carry the law removing the £135 relief, Riyadh's airport reopens after Houthi attacks with many airlines still away, and North Africa's ports are becoming Europe's nearest gateway.

Europe now charges every parcel. Who absorbs the bill?

Since 1 July a €3 duty applies to every tariff line in a low-value parcel, and from 1 November a €2 handling fee follows. Volumes into the main EU gateways have roughly halved, and the fight is now over who pays, who carries the liability and who owns the data.

Europe's 1 November parcel rules: who checks the data and who collects the fee, from posts to carriers and brokers

From 1 November every low-value parcel entering the EU needs product identifiers and pays a €2 handling fee per item. Exporting posts and express carriers are choosing between blocking shipments without the data and warning senders, brokers carry the declaration risk, and EU posts fold the fee into a recipient-pays model whose own charges are often larger.

Hormuz in its eighth month: the parcel pays the fuel bill and the detour

The Iran war has run since 28 February, a June peace deal collapsed in July, and Washington rejected Tehran's latest offer on 26 September. With Brent above $100 and jet fuel more than doubled, surcharges, reroutes and Gulf gateways now set the price of a cross-border parcel.

Tangier, Suez and the parcel: North Africa's gateway opens as its borders tighten

Morocco's ports and free zones are drawing traffic and Chinese investment, and Suez is slowly reopening. At the same time Rabat, Cairo, Algiers and Tunis are tightening their rules on imports, so the region is getting easier to route through and harder to sell into.

The UK's £135 gap: British parcels caught between Washington, Brussels and Beijing

Britain will end duty-free entry for low-value parcels only by October 2028, after the United States and the EU have already closed their doors. Until then the UK is the soft landing for direct Chinese parcels, while British exporters face tougher terms in both of their biggest markets.

Hormuz and the fuel bill

Last moved 23 October 2026

The war between the United States and Iran that began on 28 February has turned the Strait of Hormuz into a permit regime and kept Brent above $100. The parcel pays through jet fuel, surcharges, war-risk premiums and longer detours around the Gulf gateways.

  1. GeopoliticsA Houthi attack on King Fahd International Airport in Dammam killed two and injured eight; Emirates suspended Dammam, leaving Madinah its only Saudi destination.
  2. Decision & lawDubai Customs raised its duty exemption for cross-border e-commerce shipments from 300 to 1,000 dirhams to cut costs for the sector.
  3. MarketUS jet fuel averaged above $4.75 a gallon this week, according to Argus, near the record and almost double a year earlier.
  4. Parcel impactRiyadh-bound parcels wait for customs or travel by road from Jeddah, and Etihad, flydubai and Lufthansa keep Saudi flights suspended into November, so belly space into the Kingdom stays thin through peak.

Britain between three rulebooks

Last moved 23 October 2026

Outside the EU, Britain sets its own customs timetable, but it sells into Brussels and Washington on their terms and still courts Beijing. It will close its £135 gap only by October 2028, which leaves the UK as the soft landing for direct parcels while its own exporters face tougher terms in both main markets.

  1. GeopoliticsThe EU-UK summit is set for 20 November in Brussels, with food safety and carbon-market linkage deals reported as almost complete.
  2. Decision & lawChancellor John Healey's first Budget is on 28 October; a reported plan would make online marketplaces collect VAT for sellers with turnover above £90,000, raising up to £1 billion.
  3. MarketRoyal Mail plans to cut up to 2,500 head office and support roles by the end of 2027, under 2% of its workforce; frontline roles are not affected.
  4. Parcel impactNon-UK sellers and marketplaces must appoint UK fiscal representatives with joint and several liability for customs debts.

Networks consolidate

Last moved 23 October 2026

Letter decline, labour costs and the shrinking direct cross-border flow are squeezing parcel margins, so density in out-of-home delivery and pricing power now matter more than raw volume. Capital is consolidating networks: lockers, takeovers and the posts' pivot from mail to parcels, under governments that still guard the universal service.

  1. GeopoliticsBritain's new Prime Minister is described as favouring more regulation, as Royal Mail misses letter targets while chasing parcel growth.
  2. Decision & lawDeutsche Post announced prices from 1 January 2027, subject to final approval: the standard letter rises from €0.95 to €1.15, the international large letter from €3.30 to €6.80, and the Päckchen gets tracking but a 1 kg limit.
  3. MarketSagawa Express said data on up to 53.23 million shipments, including senders' and recipients' names, addresses and phone numbers, may have leaked through its online tracking service.
  4. Parcel impactTwo Japanese carriers in a month have reported tracking-data incidents, so shippers' data-protection checks now extend to their carriers.

Europe rewrites customs

Last moved 22 October 2026

Brussels concluded that a customs system built for containers could not police billions of small parcels, most of them from China, that entered duty-free and often failed safety checks. Its answer is to charge every parcel and make the platform, not the shopper, the accountable importer, backed by a new agency and a single data hub.

  1. GeopoliticsEU trade ministers met informally in Dublin on 22 and 23 October to take stock of the EU-China trade dialogue after the 9 October political agreement in Beijing, and of relations with Washington.
  2. Decision & lawRoyal Mail's guidance says gifts above €45 pay the €3 duty and the €2 fee per HS code at the door, collected by the destination post, and that VAT generally applies to the fee.
  3. MarketFreightos put China to North Europe air freight up 8% in a week to $3.87 per kg and said the €2 fee from 1 November could further reduce China to Europe e-commerce volume.
  4. Parcel impactIn Germany the sender pays from 1 November: postal duty paid becomes mandatory for B2C parcels up to €150 from outside the EU, so duty and fees move into the postage.
North Africa

North Africa as Europe's gateway

Last moved 22 October 2026

Europe wants supply chains closer to home and away from contested sea lanes, and Morocco sells itself as the industrial back office on its doorstep while Chinese investors use it as a base to serve European factories. At the same time Rabat, Cairo, Algiers and Tunis tighten their own borders, so the region gets easier to route through and harder to sell into.

  1. GeopoliticsMorocco's House of Representatives backed the new government by 204 votes to 127, and finance bill no. 60.26 was presented to Parliament on 23 October.
  2. Decision & lawEgypt's Customs Authority stops accepting paper documents from 29 October; Nafeza users need an electronic seal tied to their tax ID.
  3. MarketMaersk told the Suez Canal Authority it hopes to have all services back through Suez by March 2027; AE11 will call at Port Said instead of Tangier and AE12 has a Suez rotation on paper but no first-transit date.
  4. Parcel impactMoving AE11's call from Tangier to Port Said shifts some Asia to Europe transhipment back to Egypt as Suez reopens.

Chinese platforms move the warehouse

Last moved 21 October 2026

As Western governments tax every small parcel, China's platforms keep selling by changing format: they ship in containers, clear once and deliver from warehouses inside the market. Beijing finances the shift as export policy, so the volume stays but moves from air mail to domestic last mile.

  1. GeopoliticsThe EU-China trade consultations in Beijing ended with understandings on hybrid vehicles, rare-earth licences and tariff cuts worth at least €225 million in duty savings, but nothing on e-commerce; a video conference follows in January and a third round in March 2027.
  2. Decision & lawThe EU customs reform gives lower handling fees to non-EU sellers that consolidate shipments through EU warehouses.
  3. MarketSoutheast Asia's e-commerce sales are set to reach US$226 billion in 2026, up 18%, according to the e-Conomy SEA report by Google, Temasek and Bain.
  4. Parcel impactA per-parcel duty punishes low order values, while the same goods shipped in bulk pay duty on declared value spread over thousands of units.
