UK: Ofcom checks parcel firms against its complaints and accessibility rules

In force · updated 3 September 2026 · reviewed 23 October 2026 · UK
Next date: 1 Dec 2026

Ofcom's guidance requires parcel operators to handle complaints clearly and to have policies for the fair treatment of disabled customers. Its 2026/27 plan of work includes a review of the steps operators are taking to comply. Ofcom research shows 78% of recipients satisfied but wide gaps between operators, and 73% of people with limiting conditions reporting delivery problems against 65% of others.

For a parcel Operators must show how customers can complain and how disabled customers can share delivery needs; weak performers risk enforcement or tighter rules.

What to prepare

  • Ask carriers for their Ofcom complaints and accessibility policies and their contact satisfaction data.
  • Pass customer delivery needs to carriers in the data feed where the carrier supports it.

Our reading

Ofcom has so far used guidance rather than penalties for parcel firms other than Royal Mail; political attention after the September Lords debate makes firmer action more likely if the review finds gaps.
