Our reading: DEFA will lower the cost of exchanging customs and payment data but will not unify Vietnamese VAT, Thai duties, Indonesian price floors or Japan's 2028 regime, so carriers face parallel compliance tracks. Value shifts to in-market stock and to operators that can prove origin item by item on American-bound lanes.
