South Korea opens its e-commerce customs platform: operator registration and one-time codes

In force · updated 26 October 2026 · reviewed 29 October 2026 · North Asia
Next date: 31 Dec 2026

Korea Customs Service formally opened a dedicated clearance platform for cross-border online purchases on 26 October 2026, after a pilot that began on 28 August. Overseas shopping malls, intermediaries and delivery companies can register and submit order, sales and delivery data; a new e-commerce import declaration and manifest capture the actual seller and the delivery operators; and buyers must enter their personal customs code together with a one-time number, unless the operator is certified as a cooperative recognised operator. Goods that bypass the platform or look high-risk face more X-ray and physical inspection.

For a parcel Recipient: enters a personal customs code plus a one-time number sent by text or email, unless the seller or its agent is certified; existing codes stay valid until the holder's birthday in 2027. Shipper: registers and sends order data to customs, or risks more inspection. Intermediaries: the declaration and manifest now name the actual seller and the delivery operator.

What to prepare

  • Register the company on the Korea Customs Service platform and test the transaction data feed (order, buyer, seller, product, price, quantity, payment)
  • Ask for certified (cooperative recognised operator) status if you can meet the conditions: no history of personal data protection violations or misuse of customs codes, and full transaction data
  • Brief customer service on the one-time number: a mismatch at clearance means the declaration is not accepted

Our reading

Seoul is moving from inspecting parcels to rating the data behind them, which rewards operators who feed customs clean order data and penalises those who bypass the platform. The articles we read do not give registration deadlines, thresholds or penalties, and we did not open the Korea Customs Service notice itself, so check those with your broker before relying on them. Within the next 30 days the visible change is operators registering; the main platforms' certification is targeted for year-end.
